New Berkeley Structure of Government: Excutive Branch: Chancellor, Mayor as VP. Chancellor heads the Executive Council, which heads the Council of 12. C12 is much like UN Security Council. Non-Executive Council members are representatives from different factions (Academic Senate, City Legislature, Judicial Council, Jack London Faction, Native Americans, Triumphante). Legislative Branch: Academic Senate/City Legislature (Acts like US Senate/House) Judicial Branch: Judicial Council (where do they come from? University arbitrators? Alameda County Judges?) Military Force: Berkeley Police Department, headed by the Chief of Police, who answers to the Mayor, who answers to the Chancellor. Other important groups: Jack London Faction -- Named after the big square on the waterfront, the main goal of the Jack London Faction is to return the City of Oakland, to the south of New Berkeley to its glory days before the Rifts, when it overshadowed Berkeley. Opinions of the JLF in New Berkeley go from amusement to anger. They were given a place on the council of 12 by the previous chancellor who hoped to bring Oakland back from the complete destruction it had suffered in the quakes following the Rifts. Triumphante Pioneers -- One of the first things New Berkeley did when they could stand on their own two feet was to send explorers into the interior of the state. A group of them found the place where the Sacramento and the American Rivers meet as an ideal place for a settlement. They called the place Triumphante (Triumphant) in honor of their triumph, and began work on digging up the city that had once occupied that land (Sacramento). It is rumored that another group that had struck out north had found something, and when they return, they may make the Council of 12 into the Council of 13. Native Americans -- According to Spirit West (World Book #15), there is a tribe of Miwoks holed up in what was once Stockton, CA (now known as the Valley Preserve). The folks from New Berkeley discovered them and invited them to participate in the council at New Berkeley to help the people of New Berkeley know how to approach the suddenly wild Central Valley (the north half was scoured clean on the destruction of Shasta Dam in the early hours of the explosion of the Rifts). The invitation was accepted, and the people of New Berkeley and the people of the Valley Preserve have lived in peace. However, the dig at Triumphante, and other minor problems have strained relationships in recent years. Sons of California -- A secret society whose goal is to return California to the prominance it held before the Rifts. Sneers at all the native american rigamarole, and secretly supports the goals of the JLF. Are nothing more than your generic run of the mill secret society, but if they ever get a dynamic leader, watch out world. Has heard rumors of the Coalition States, but does not believe they are as strong as the rumors claim.
